CANDIDATE QUESTIONNAIRE

PEKIN CITY COUNCIL

5. What do you believe is the role of a city council member in the city manager form of government?

Pekin Area Chamber of Commerce: In the city manager form of government, the city council is responsible for legislative functions such as establishing policy, passing local ordinances, approving a budget, and developing an overall vision. The council is not involved in the day to day management or operations of the city - that is the responsibility of the city manager.

Rick Hilst: Did not respond to the questionnaire.

Karen Hohimer: The role of the city council is to hire/fire the city manager. Individually, my role is to seek and hear input from community members and bring those issues to the council for resolution or at least communication.

John Abel: Council members direct the city manager in how and which direction the city should go. Hopefully with support from the citizens.

David Nutter: Involvement with the City Manager to set policy, policy implementation within budget limitations and ensure compliance of the policies.

Matthew T. Tucker (Tyler): A Pekin City Council Member is supposed to know the communities’ concerns and wishes and then legislate policies, city ordinances and laws in order to address their concerns and wishes.  The council members should be able to trust the city manager is serving in the best interest of the citizens of Pekin while carrying out the directives of the council.
